Vehicle model/category capacity management in Admin Studio.

Applies to: Nord Inventory v2.0.0

The vehicle workspace can combine framework vehicle data with GTA model scanning and Nord overrides. Capacity is resolved from model/category/default rules rather than hard-coded only by plate.

Config.VehicleRegistry.AutoImportFramework = true and ScanGameVehicles = true in the current build. Use model-specific overrides only when category defaults are insufficient.
